Updates to PITCHING section of rules - Updated September 13, 2010
PITCHING:
2. If a batted ball hits a pitcher, the ball is dead, and the runners return to the last base legally possessed at the time of the pitch. When the pitcher is hit by a batted ball, the ball is dead and counts as one of the batter’s pitches unless it is the third (male) or fifth (female) pitch as the batter can’t strike out on a batted ball that hits the pitcher (Updated Sept. 10/10).
9. Any ball that comes to a stop within the dead ball zone is a dead ball and counts as a pitch (Updated Sept. 13/10)
· If a fielder grabs a grounder before it comes to a stop within the dead ball zone, the ball is considered live and the fielder can attempt to record an out.
· If a fielder drops a pop up within the dead ball zone (in fair territory), it is a live ball and the batter and the runners on base can attempt to reach the next available base safely.

Rule clarification - Sept. 7, 2010: Commit Line, Safe Line, tagging runners out between 3rd and home
The commit line is 21 feet from home plate. The safe line is drawn from the 3rd base edge of the plate to the backstop. The runner cannot be tagged between the lines, the ball must go to the plate before the runner crosses the safe line to record the out. This was done so there would never be any contact around home plate. I hope I was able to help.

Rules update/clarification - August 25, 2010: Runner/fielder interference interpretation
The runner has to get out of the way of the defensive player.
Any contact or interference by the runner is immediately called dead ball and the runner is out, all runners are returned to the base previously held at the time of the pitch unless forced by the batter being awarded first.
If the umpire rules the interference was intentional, they should also call the batter out.

Rules update/clarification - August 25, 2010: Pitched balls are dead once they hit the ground
Pitched balls that hit the ground or on home plate can't be hit after bouncing on the ground.
In fastball you can hit a ball that makes contact with the ground first, not slo-pitch. In slo-pitch the ball is dead the second it contacts the ground ,mat etc.

Addition to softball rules - No leading, leaving the base early
This has been added to the section of the rules titled RUNNING:
7. Runners are not permitted to leave the base before a subsequent batter hits the softball.
a) Base runners are not permitted to leave the base they are on until the pitched ball makes contact with the batter’s bat.
b) If a base runner comes off their base prior to the batter making contact with the pitch, the base runner’s team will receive a warning as long as the batter did not put the ball in play at the time the runner left their base early.
c) If the team receiving a warning has a base runner leave their base a second time, then the runner who left the base early will be called out.
d) Any future base runners that leave their base early will also be called out.
e) If a base runner clearly leaves their base prior to contact being made with the bat and the ball is put in play, then play is live and will continue BAU, but the base runner who left early will be declared out upon completion of the batter’s turn at bat (ie. All other runners who did not leave early can still advance and the batter can still attempt to reach base safely unless the auto out for leaving the base early is the 3rd out of the inning).

To Spike in or not to spike in...that is the question
Summary of feedback from team captains re: issue of spiking in bases
5 of the teams in the league support having bases spiked in at all times.
The 8 teams support either the home team deciding whether to spike or not or had no specific preference.
2 teams said that bases should never be spiked in.
As such, I would advise that the home team (responsible for placing the bases down) has the choice to spike in or not spike in the bases.
If the captain of the visiting team has a concern with the spiking in or not spiking of the bases, the two captains should review the issue before the start of the game.
The home team has the final say re: spiking in bases if the two captains can't come to a mutually agreed upon decision.
Note: If a home team does not have bases with spikes (as many teams in the league do) and the visiting team has a set of bases with them that has spikes and they want their bases to be used in that game, the home team can agree to use the visiting team's set of bases for the game.
